Cause

Source library in the Complex is not ready for accepting command from the destination library.

Solution

Error Indicates that the source library was not ready for accepting the commands from the destination library for tape movement.
There may be an issue with the PTPs(Pass Through Port) involved.
Source library may be busy and may not be ready to accept the command from destination library.
Access the library console and check Tools>System Details>PTP folder for all the libraries in question(Between the Source and Destination in the error)
If any PTP is down, troubleshoot the PTP.
If no device listed as disabled, then monitor the library and see if the error recurs.
This might be just a one time occurrence which does not necessarily indicate an issue.
