Symptoms
Customer wrote EKT to drive successfully, drive LED AMBER, status need OKT.
Error reported device has no active device keys, re-write enabling token.
Device contains no active device keys.
Customer trying to write OKT media keys to new tape device.

Resolution
When writing EKT and OKT - Check the box, Locally attached Token.
EKT will need to be re-written with locally attached tokens checked, then OKT with locally attached tokens checked.
This issue has only been seen once, and was not reproducible, we not sure what can cause this error.
Typically you would only check locally attached tokens, when using an air-gap configuration.
If using network attached kms, token & drives then leave the box un-checked.
