Defective Coil Cable.

Replaced Coil Theta Cable, PN3102643xx
Multiple parts were swapped out previously. Reach safe errors were being reported with the init failure. These failures were typically associated with downlevel hand assemblies where the LEDs were dimming. This could be intermittent and would tend to go away after the hand warmed up. Must make sure that the hand is about 318 level and the firmware is 3.xx or above.

This library had been intermittent problems prior to failing solid. It had been at the account for over three years. Was originally running 3.07 code and was moved up to 3.14 with no change in problem. FSC3201 was also showing up in the error log.
