Cause

Defective switch on cable.

Solution

Resolution
Replace cable PN 314810702, CBL ASSY,HBZ-CAP.

Verified that the wires are swapped at P790.  At the end of the cable that plugs in just below the HBZ card, it is the small plug that has four pins.  Two wires are the commons, Black, and the other two are purple. They are the wires from the cap switch. After tracing out the wires and comparing to another SL8500, it appears the wires are swapped at P790 where the cable that runs from the CAPs through the floor of the Customer Interface module and plug in just below the HBZ card. If the CAP A closed switch is plugged into the jack for CAP B, the CAP would come online and work.
