Issue Description:
After following the instructions to configure a control board using SSP
Version 3.1, and the customer brings up the domains before he takes out
the old control board (cb0) the domains will crash. Hostview will show
that the new (cb1) is in control, however, the domains still have the
old control board (cb0) registered as the master.
Because the system boards are not powered off as noted in the
instructions for the SSP 3.0 control board switch over procedure, the
domains are not switching over thier cb-master values even though the
SSP has.

Corrective Action:
When configuring an Enterprise 10000 control board using SSP version 3.1,
crashed domains (described above) may be avoided by following the recom-
mendation shown below:
1. Follow the instructions for control board switch over using the SSP 3.0
documentation.
Comments:
NOTE: A bug has been filed against the documentation to correctly document
the control board switch over procedure.

Implementation Footnote:
i) In case of MANDATORY FINs, Enterprise Services will attempt to
contact all affected customers to recommend implementation of
the FIN.
ii) For CONTROLLED PROACTIVE FINs, Enterprise Services mission critical
support teams will recommend implementation of the FIN (to their
respective accounts), at the convenience of the customer.
iii) For REACTIVE FINs, Enterprise Services will implement the FIN as the
need arises.
