Symptoms
Issue Presents Itself with the following symptoms:

Controller has gone to fault-disabled or ready-disabled
Controller has been replaced

At this point:

1) Attach a serial connection to the faulted controller
2) Issue "enable uN" to place the controller online, and observe the serial connection.
3) The POST will fail with the message.

After manual intervention controller continues to boot.

Resolution
Resolution requires replacement of BOTH PCU in the tray with the faulted controller.
